The findings reveal an interesting shift. Investigators are managing fewer active cases at once, yet manual processes are becoming a more prominent bottleneck. At the same time, organizations are increasingly using hybrid investigation models that combine dedicated investigators with cross-functional expertise, while automation and AI adoption remains relatively limited in areas such as triage.
Taken together, the findings suggest that the next stage of investigation resource planning should focus less on maximizing investigator capacity and more on maximizing the value of investigator time.

Investigation Workloads Are Getting Lighter (But That Doesn't Mean Resource Challenges Are Disappearing)
One of the clearest year-over-year changes in the 2026 benchmark report is the number of active investigations being managed simultaneously.
In 2026, 55.1% of organizations reported investigators managing between one and five active cases at a time, compared with 40.9% in 2025. Meanwhile, the share managing six to 10 active cases fell from 31.9% to 19.9%.
That shift corresponds with lower overall case volumes. More than half of respondents (55.4%) reported between one and 24 cases annually in 2026, compared with 40.5% in 2025.
At first glance, lower caseloads might suggest that investigation teams need fewer resources. The broader findings tell a more complicated story.
Evidence gathering remained the most frequently cited investigation bottleneck at 31.3%, although that figure improved from 39.8% in 2025. At the same time, manual processes grew substantially as a reported bottleneck, rising from 12.9% in 2025 to 20.4% in 2026.
In other words, investigators may have fewer active cases on their desks, but the work surrounding those cases hasn't necessarily become more efficient. That's an important distinction for resource planning.
Case volume measures how much work enters the investigation function. It doesn't necessarily measure how much effort that work requires. A relatively small number of complex investigations involving extensive documentation, interviews, coordination, evidence and reporting can consume significant investigator capacity. Organizations therefore need to look beyond cases-per-investigator when assessing workload.
Resource Planning Should Measure Investigator Time, Not Just Caseload
Traditionally, an investigation leader assessing capacity might start with a relatively straightforward question: "How many cases can each investigator manage?"
Our 2026 findings suggest a better question: "What is consuming investigator time within those cases?"
Consider two teams that each manage five active investigations per investigator. One relies heavily on manual case assignment, document tracking, reminders, case summaries and reporting. The other has automated routine workflows and centralized case information, leaving investigators to spend more of their time interviewing witnesses, evaluating evidence and making investigative judgments.
Their caseloads might look identical on a dashboard; their actual capacity could be very different.
That means investigation leaders should consider workload metrics such as:
- time spent on administrative versus investigative work
- time from intake to triage
- time spent gathering missing information
- case duration by case type and complexity
- investigator workload by risk or complexity, rather than case count alone
- time spent preparing case summaries and reports
- delays caused by handoffs between teams
- cases requiring specialized or cross-functional support
This creates a much more useful picture of capacity than case volume alone.
Triage May Be One of the Biggest Hidden Drains on Investigation Resources
The resource problem starts before an investigation is even assigned.
More than 70% of organizations in the 2026 benchmark said initial reports contain enough information to support triage only sometimes or about half the time. In addition, 57.4% identified insufficient information in the initial report as their leading triage challenge. That creates work.
Before investigators can begin assessing allegations and gathering evidence, someone has to clarify what happened, collect missing details, assess risk and determine where the case should go. Much of that process is still manual.
In 2026, 65.8% of respondents said their organizations do not use automation or AI in case triage. Only 29.4% reported using it.
For resource planning, this matters because administrative work performed before an investigation begins still consumes investigative capacity.
If case managers spend hours requesting basic information, assessing reports and manually routing cases, adding another investigator might provide temporary relief. But it doesn't address the underlying workflow problem. The more sustainable opportunity is to examine which steps genuinely require human judgment and which can be made more efficient through better processes, automation or AI-assisted workflows.
The Goal Shouldn't be Maximum Investigator Utilization
There is a temptation in resource planning to treat investigators like any other operational resource: maximize utilization and distribute cases as evenly as possible. Investigations don't work that way.
A highly sensitive harassment allegation, complex fraud investigation, and straightforward policy violation shouldn't necessarily consume the same amount of capacity simply because each counts as "one case." Nor should the goal necessarily be to keep every investigator's queue full.
Investigation teams need enough capacity to respond when serious matters arise, conduct thorough interviews, evaluate evidence, and resolve cases without unnecessary delay.
The 2026 benchmark report offers some context here. More than half of respondents (56.2%) said cases were typically resolved within 28 days, with 15–21 days the most commonly reported closure timeframe.
Rather than maximizing case volume, organizations should consider whether their resources allow them to produce timely, thorough, and consistent outcomes. That is a fundamentally different measure of productivity.

Automation Should Remove Work (Not Judgment)
The rise in manual-process bottlenecks also makes a strong case for examining automation as part of resource planning.
But the goal shouldn't be to automate investigations themselves. It should be to identify the repetitive work surrounding an investigation that prevents investigators from spending their time on higher-value activities.
That could include workflow activities such as assignments, notifications, escalations and status changes. Case management automation can also provide greater visibility into workload and case progress, reducing the need for investigators and managers to manually track activity across multiple systems.
AI creates another opportunity.
Our 2026 benchmark survey found that AI adoption in investigations reached 29.9%, but maturity remains limited: 70.8% of respondents characterized their organizations as being in the early stages of AI adoption. That makes AI less of a replacement for investigation resources and more of a potential capacity multiplier.
Purpose-built AI can support activities such as analyzing case information, identifying missing details, reviewing documents, developing interview questions and assisting with case reporting. The investigator remains responsible for judgment and decision-making, while technology reduces some of the work required to get there.
For investigation leaders facing resource constraints, that's an important distinction.
The resource-planning question becomes: "What work do we need investigators to do, and what work are investigators doing simply because nobody or nothing else is doing it?"
Training Should Follow the Shift Toward Specialized Investigations
Technology isn't the only resource investment changing. Investigator training is changing too.
Quarterly (29.3%) and annual (26.5%) training were the most common approaches in 2026, while on-demand training increased from 15.8% in 2025 to 21.2%. Weekly training, meanwhile, fell from 10.3% to just 2.0%.
The shift toward more flexible learning aligns with the broader movement toward expertise-based case assignment.
If investigators increasingly receive cases based on subject matter, risk and complexity, organizations need a way to build and access specialized knowledge when it is needed. That doesn't necessarily mean providing more training. It means making training more relevant to the cases investigators actually encounter.
An effective resource plan therefore needs to consider three forms of capacity together:
- People capacity: Do we have enough investigators?
- Expertise capacity: Do we have access to the right knowledge and skills?
- Technology capacity: Are investigators supported by systems that reduce unnecessary work?
Weakness in any one of the three can create bottlenecks.

- Where could automation or AI augment investigators? Prioritize tasks that consume significant time without requiring the investigator's judgment, rather than implementing technology simply for the sake of adoption.
The Future of Investigation Resource Planning Is About Leverage
Our 2026 benchmark survey findings don't point to a simple conclusion that investigation teams are over- or under-resourced. Instead, it reveals something more useful. Resource efficiency depends on how investigator capacity is used.
Investigators are managing fewer simultaneous cases, but manual processes are becoming a bigger bottleneck. Organizations are moving toward hybrid teams and more expertise-based assignments, but triage remains predominantly manual. And while interest in AI is growing, most organizations are still early in determining where it can meaningfully improve investigative work.
For investigation leaders, that creates an opportunity to rethink the resource equation.
Adding people may sometimes be necessary. But before adding headcount, organizations should understand where investigator time is going, where expertise is needed and where technology can eliminate low-value work. The strongest investigation function isn't necessarily the one with the most investigators. It's the one that makes the best use of their time.
